At first, he'll be alone, but it won't be long before he summons a couple friends. Once you're inside and approach Boreas, he'll engage you after a conversation. Interact with it, and as long as you've read the book from the previous encounter in the temple, you'll have a dialogue option that lets you open the barrier. If you haven't already, you'll have to defeat two trios of ice elementals before getting to the barrier blocking the door. Once you're ready to engage Boreas, teleport to the Hiberheim Castle Waypoint Portal, then go northwest. Also, you might want to stock up on resistance potions, but you'll need them for all four elements. To prepare for him, you'll need a lot of fire offense, so stock up on fire-based scrolls and spells. King Boreas is a fairly strong boss, though not as strong as when you dealt with Braccus Rex. King Boreas is all that stands between you and balance in Hiberheim, though even once you defeat him, there are a lot of side quests to finish up before continuing on.
